Technically Fujiflm can release X-S10 body but with X-T30's Fujilike dials. But, Fujiflm didn't. Are X-T30's dials high-cost than X-S10 PASM dial?

Yes, they could have, but I think they were looking to replace the X-T200 & X-A7 series with the X-S10. Adding IBIS to this camera was easier due to it being a new design. The X-T4 was the first Fuji with IBIS that was based off an old design. No doubt all Fujis in the future will have IBIS. I just do not think the X-E4 made the cut this time.

I think these PASM cameras do well in certain countries. I also prefer the dedicated shutter dials, but we are in the minority world wide.

Why would a camera due to announced five months after the x-s10 and a full year after the x-t4 not make the ibis cut? For the record, the x-e2s is wider the x-s10, therefore adding ibis is not exactly uncharted territory.
