No there isn't any place on earth to shoot the entire MW in one night.

It doesn't form a circle but more of an oval. the issue is we face towards the center of the galaxy in the summer and in the winter we face towards the outer arm of the galaxy.

We're at an approximate 40 degree angle to the plane of the  galaxy, which is why it appears as an arch above the horizon. If we were orbiting at the same angle we'd see the Milky Way as a band along the horizon.
