For some applications, one wants to play the video back at 30 fps or other standard rate that is attractive or seems most as we would see it with our eyes.  Motion blur might be desirable for moving objects.

For technical applications, you want the most accurate video for analysis. For this type application here are some points to consider.   Some points are very similar to conditions of still photography especially regarding exposure time of each frame and motion blur.
