In my experience, the 12-32mm lens is fantastic, especially considering the size and price. I have two of them, and have used them for many years.

The PL 12-60mm doesn't necessarily bring better image quality, but it brings a lot of other features: More smooth zoom ring, weather protection, larger aperture, larger zoom range. And that is worth a lot too.

So don't be unhappy with the PL 12-60mm. Do you see any problems with the image quality of the 12-32mm lens that you wanted to fix with the PL 12-60mm lens? In my use, I can't say that I can point to any specific issues with the 12-32mm lens from typical real life pictures.

My review of the 12-32mm here: http://m43photo.blogspot.com/2014/04/lumix-g-12-32mm-f35-56-review-small-and.html
