Your problem might be you don't have a big problem, as 1/30th is already quite slow.....

Adding 7 stops means I can shoot handheld at 4 seconds. I tried and best result was about 1 second with 30% chance of success. What am I doing wrong or how do they get 7 stops?

You won't get 7 stops on a 35mm lens. You're doing nothing wrong, but that rating simply doesn't translate to the real world.

Btw, previously I owned Olympus E-M1ii with 17mm/1.2 (35mm ff equiv.) and I really could take pictures at 2-4 seconds handheld. At 1 second shutterspeed success rate was about 80-90%. And IBIS was rated only for 5 stops.
