"Best use of the image circle" only applies if you're not going to crop later. For example, an APS-C sensor is 23.5x15.6mm, but a square with the same diagonal is 19.9x19.9mm. If you cropped that square you'd only end up with 19.9x13.3mm.

The only solution to get the most pixels from lenses would be circular sensors. Then you crop it to whatever you like.

No, not feasible - silicon really wants to be cut on straight lines, and the corners of the circle couldn't be used for anything productive anyway. Best to just use an oversized square of 23.5x23.5mm. Or a crop of an even more oversized FF sensor 36x24mm, which would give you a nice bump for 16:9 video using a 24.6x13.8mm crop.
