I think for her stated objective of taking pics of her kids, the 70-200L would be much better for both the speed and focal length than the 100-500L. It also covers the portrait range which she will use in her home studio. I think I would also go with the RF variant for the lighter weight and better fit to the mirrorless system if money wasn't a driving concern.
