Cheap bird lens for 300

I took my new 18-140mm out to test on some birds. It seems to work well enough, but 140mm is just too short, the dang birds take off right before I get close enough

I already have a 55-200mm, so for zero dollars I could just use that, but it too has the birds taking off just before I want them too.

So being cheap, any good suggestions to get out to 300-400mm? It really has to be VR and can't be AF-P. So far my best guess is the 70-300mm AF-S VR, but annoyingly they seem to cost a lot more than the newer AF-P version I know I could save passing up VR, but so many of my photos are taken from a boat that holding the camera rock-steady is just not going to happen.
