I've shot a sharp portrait at 1/15th of a second. I'm not proud on the fact I've used that setting, but being so lucky i was happy i did use that setting, as i got a very low ISO due to that mistake.

Dragging the shutter is a bit of a gamble if it's about one picture, but as long as you have lots of opportunities it's a good way to use that advantage to get the ISO down, having so much opportunities will get you statistically enough good shots anyway.

It's not like at 1/80th or 1/60th all of your shots will get blurry. The lower you go the more pictures will get too blurry, but a lower hit rate can still be high enough.

Having that said I have  to say changed my habits a bit using faster shutter speeds than before for portraits as the IQ isn't affected that much with my current camera, and i got addicted more and more by that higher keeper rate. Still stabilization gives an extra choice here.
