Why does ISO interfere with my shutter speed?

I am looking to enter astrophotography. However, my camera doesn't seem to allow me to because when I increase my ISO, my shutter speed differs. 1. I am using manual mode. 2. I am NOT using auto ISO. 3. I am using a Fujifilm HS30EXR. An example, is that when I make my ISO 3200 my shutter speed becomes 1" even though it was 30" when I manually set it.
