Highlight recovery in Camera RAW question

Highlight recovery in Camera RAW question

I have a theoretical question that I have tried to figure out and have asked a few places but so far I am lost so I will try again. It is probably because I am not asking the question correctly. So I will try again.

If I have my camera set to capture RAW + jpg and open up both files in Camera RAW I am able to recover highlight detail in the RAW file much more than the out of camera jpg. I think everyone would agree that it is possible to recover highlights that appear to have no detail using Camera RAW with RAW files to a greater degree than an out of camera jpg.

Here is my question. Is the recovery of the highlights in the Camera RAW file because the RAW file contains a higher dynamic range vs the out of camera jpg? If it is a greater dynamic range is it quantifiable? 1/3 stop, 1/2 stop, 2/3 stop?
