I believe Canon has an older sensor fab line and a newer sensor fab line. My understanding is the 24mp crop sensor and the full frame 6D II/RP/5D IV/R sensors all come off of the old line. The 32mp crop sensor, and full frame 1DX III/R5/R6 sensors all come off of the new line.

Assuming the above is correct, limited production capacities may make the 32mp sensor more "costly" for Canon than the older 24mp sensor. Attempting to produce enough 32mp sensors for every single crop Canon camera model may make it difficult to meet production demands for the newest full frame cameras.

Maybe. But delays can be caused by other factors than sensor production.
