Correct. It will charge when powered off, but will not Power the camera.

Canon claims for the R5 and R6:

“Ability to operate and shoot with the camera while charging with Power Adapter PD-E1 is possible.”

As opposed to the R and RP which are “charging only”.
Maybe your PD device isn’t powerful enough?

I should have been more clear.  I would like to be able to power the R5 using any USB-C PD charger and battery pack.  Not just using the overpriced Canon PD-E1 Adapter.
