Hard to say without knowing how camera shipments are allocated. Smaller shops might have higher chance if they receive at least some units with each batch. Big sellers might come short when they have hundreds of preorders waiting.
I had luck because I kind of preordered or release day 1st of August, I found one local shop which didn't have stock but still offered the free 128 GB CFE card. In the end it took them 10 days to have camera for me but I was already out on my vacation so I picked it up only this week. The bonus is supporting small business with known and helpful owner. Paid with cash so he doesn't have to cover credit card fees and in return he gave me nice little discount, perhaps also because I'm long time customer.
