Yes, that's how it is intended to work.

You can save separate combinations of settings in U1 and U2, but when you alter a setting in (say) A, the change is also applied to P, S and M modes.

What about disabling image review after taking a shot. A bit hard to photography birds when not shooting in continuous mode.
