X-T3 high ISO question

Hi,

I understand that the X-T3's native ISO-Range is 160-12800. In the review here on dpreview the X-T3 performs relatively bad compared to the X-T2 at ISOs above 12800. At ISOs up to 12800 there is very little between the two cameras.

The X-T3 is supposed to be as good or better than the X-T2 when it comes to recovering shadows in underexposed areas. However, in my understanding, that is exactly what the camera does at the boosted ISO-Settings: underexpose and recover shadows.

How come it cannot do that as well or better than the X-T2?
