Shutter question

This may be a stupid question, but I really cannot figure out why this happens. I'm trying to stop the motion of a hummingbirds wings in flight. I read on the net to use manual settings with 1/2000 or 1/1000 F/4 Iso 400 to 2000. When I put these setting into the camera it will take the shot, but when I pop up the flash or attach my external flash it automatically drops it down to 1/200. Nikon D5500 with a Tamron 18-270mm f/3.5
