Why do lenses have long minimum focusing distances when close focusing adapters / macro tubes exist?

Why do lenses have long minimum focusing distances when close focusing adapters / macro tubes exist?

For example, I was futzing with a friend's close focusing leica M to sony e adapter and a M mount Zeiss 50mm f/2, and was realizing all it did was move the lens forward a little bit.  If all it takes for a lens to be able to focus closer is to add a few more mm, then why don't more lenses just do that and decrease the minimum focus distance?  The zeiss lens had a min focusing distance of 70cm, so it could definitely could use it!
