Why lower DR when using electronic shutter? (1DX3)

Was just reading about the dynamic range on the 1DX Mk III and states the use of the electric shutter gives a lower dynamic range?

bit confused to why there would even be a difference? Could someone explain it to me?
does this mean live view is effected by this? Even with mechanical shutter?

only reason this concerns me is I either use the 1dx3 as it was intended as with ovf or on a tripod in live view etc, am I throwing away dr when using live view?

if someone could clear this up for me that would be appreciated.
