Sales tax computation method not standardized

I live in California. I bought Nikon camera equipment at Samy's camera at the Los Angeles Store in person. They charged my 9.5% sales tax on everything including sales tax on the manufacture rebates. I checked on line at B&H and several other online authorized retailers and they don't charge sales tax on the rebated amount only the amount the buyer is actually paying.

Shouldn't this be standardized? How can one retailer get away with charging a different sales tax for the same priced item delivered to the same place?
