The EOS R does achieve 4k video by takting a cropping to have a 1:1 readout. that means that each pixel in the video is exactly one pixel on the sensor. because it has 30mp sensor there is a huge crop to get to the 12mp 4k image.
It probably just hasn´t the processing power to downscale the 30mp to a 12mp image 30 times per second. I´m very sure full frame 4k won´t come to the R in the future.

So it's a sensor readout and processing power problem. The real trouble is that even an ef-s lens can be unusable.. The Sigma 18-35 1.8 lose totally the wide end, and there are not so fast ultra wide alternative to achieve a shallow or decent dof 🤔
