Canon EOS R 4K Crop: tech limitation or marketing?

Hello,

I'm very interested to the Eos R as all around camera, mostly stills and mainly static 1080p video, not 4K. My question is simple:
- Why this camera crop so hard the 4K video mode? Is related to sensor resolution, a software limitation, anything else?

Maybe in the future for me can be useful to record in 4K, want to understand if a firmware can solve this (after this camera will not compete no more with newer Canon models maybe) or cannot be solved just via firmware update. Digic 8 seems a powerful cpu in fact, not a limiting factor at all where the great AF firmware updates received shows how the software can change everything.

What's the truth?
