f/22 and beyond, as it relates to diffraction

Not trying to open a can of worms or start WW3 as I know the whole f/22 and diffraction argument goes round and round in circles, but I'm curious about one thing....

I assume most people say this because many lenses only close down to f/22.

But what about the lenses that have a wider aperture range... say from f/4 to f/32 or f/36 like the new Z 24-200?

So for example, would shooting this lens at f/22 be as much of a concern, since f/22 is not it's smallest aperture?

Is the argument more really about shooting lenses at their smallest apertures and not necessarily limited to f/22 and beyond?
