I dont have F100V, but in X-H1 ,  BASE is the setting you are using at a given time, 
I try to explain:  If you have  custom setting,  lets say C3  with  Velvia with Shadow -3 and Highlight +3,  and  a C6 with Standard with Shadow 0 and Highlight 0.

If you change your BASE to a Custom Setting C3, this becomes your BASE (Velvia S=-3, H=+3).  So,  if you go to the Q and change just shadow to +3, you are changing Your BASE  (C3) to a unique  setting (Velvia S+3, H+3),  but if you change the setting to C6 (Standard S0, H0), and then back to C3,  your BASE becomes again the custom setting that is saved  (C3= Velvia, S-3, H+3).

So, changes applied to your BASE stay until you change your BASE ( i.e. from C3 to C6)

Again, may be different with X100V, but I doubt
