While I agree that printing them out and shuffling them around is good, you might also try the book making software from one of the many online photo-book printers. Not necessarily for the final book but just as a layout tool. I used mixbook.com some time ago and the drag and drop interface was really easy to use and allowed for resizing of images (which print outs wont).
