Noise: Exposure vs ISO?

Noise: Exposure vs ISO?

In this forum and in several places I have read that noise is caused by greater exposure, not higher ISO. There does seem to be some merit to that argument. However, I ran an experiment on two exposures with the same aperture. One was at 1/2 second ISO 200 and the other at 1/15 ISO 1600.

Were the theory wholly true, wouldn't the 1/2 second one, with a 4 stop greater shutter speed, be noisier?
