Why are the affordable RF primes using STM?

Both the EF 35 f/2 and the EF 85 f/1.8 use USM, but the RF 35 f/1.8 and the upcoming 85 f/2 both have STM. The only two EF primes I am aware of using STM are the ultra cheap, under $200 40 f/2.8 pancake lens and the 50 f/1.8 Isnt this a step back? Of course, if the new 85 f/2 is $50 cheaper than the EF version, as the RF 35 is cheaper than the Ef version, it will be a bit more tolerable I suppose. Any idea why they are using STM in these?
