Low light/interior photography : why do I suck so badly ?

Hi guys,

I'm struggling with my pictures in low light, especially in interior (friends/family gathering) with my A7II, Tamron 28-77mm/2.8.

I hate noise in my pictures, I really can't stand it so I don't want my ISO higher than 3200 (which is already too high for my liking) and I find it hard to shoot at a lower aperture because I'm often misfocusing (thinking about switching for A7III with Eye AF to fix that issue but maybe I'm just really bad at focusing and this won't solve anything) or, when I've got 2 or more people in the frame, one is inevitably out of focus.

Is it me or am I asking the impossible ? Is it the lens ? The camera ? Also, I don't want to use flash because I don't want to bother anyone compulsively taking pictures, and I like candid shots.

Please enlighten me.
