You can't tell the camera's TTL to account for the dumb flash.

The dumb flash if set on S2 mode, is not firing on the measuring pre-flash only the main burst, therefore the TTL system cannot measure its output, as it's not contributing to the pre-flash.  If it's set on S1, it may not be firing on the main burst, but if the power setting is low enough, it could be recycling in time between the pre-flash and the main burst.

I'd say just use FEC (flash exposure compensation).

Just me, but maybe also try switching the TTL metering mode on the 6D from "Evaluative" (if that's where you have it set) to "Average". Average seems to be more accurate with many 3rd-party makes of flash, particularly Yongnuo's TTL gear.
