Based purely on equivalence, a APS-C 15mm F2.8 is very close to equivalent to a 24mm F4 on full frame, so there should be no major difference. The bigger sensor on full frame makes up for the slower lens.

Considering the newer sensor on the Sony, with very good high ISO performance, it would probably be a bit better in practice.
Though as others say, to really get the benefit of full frame, you could try a faster lens for the Sony.
