Just exactly how close are people getting to these small birds?

I've found that sometimes 'grazing' will get the shot. By that I mean moving slowly, never directly to the bird, not staring, and taking random pictures around you. Their curiosity and fear will dull after a while.

Or just try to see what you are looking at.

The other thing to consider is that just filling the frame with the bird isn't always going to create the best image.

You have the rest of that space to use to place the bird in it's environment.
