The real problem with rugged compacts is that they really are rugged. They just never break or wear out. And their users really aren't looking for cutting edge imaging. If you own a Panasonic TS1 or an Olympus TG1 you probably will never upgrade to a newer model. And this explains why there are so few new models in this category.

Actually, making a 1" sensored rugged camera would fill a much needed demand for something better than what is currently available.

As for the existing rugged compacts being too rugged and never breaking, that is a wrong assumption.  For any who uses them, they CAN flood (mainly due to very poor battery/SD card door design).  While they are rugged, there are still limits to how much punishment they can take.  A good fall onto rocks often requires a new camera.
