Is Lightroom Classic the best tool for large photos on local disks?

Yes

Where does Lightroom (Cloud) fit into the platform?

It is for people who want to edit mainly on tablets/mobile or don't have much local storage (but are willing to pay for over-priced cloud storage).

If you use classic as your primary version you can keep original files locally but also install the mobile versions of LR and sync some file for use on both.

What are good learning resources?

The adobe site has video tutorials and Lightroomqueen.com is also good plus there are many tutorials on Youtube.

My long term goal is to create a catalog of all photos for a long term project for making a book for my kids. What are some good recommendations for creating different catalogs?

Don't make different catalogs. One only.

Learn about keywording and collections and smart collection - they make it easy to sort and view images that are related (regardless of what folder they are in) or for a specific project.
