With a few on my Nikon lenses it was possible to remove the front element without too much difficulty. However, I think this is not true for most of the lenses these days.

While I haven't tried this, it is allegedly possible to place the lens facing the sun for some period of time (I would assume at least days) .  Sunlight will kill fungus, although the fungus might still leave a residue.

Best would be to imply replace the lens with a used one; seemingly available for under $200 on ebay.
