Actually you can add as much "pop" as you like in post. Whether people will like it or not is another matter.

Yes, a polarizer can crush the blue in the sky to an unacceptable extent, but just use the blue luminance slider to lighten it up.

As with many things in PS and PSE, there are often several ways to edit images.

My often preferred option to edit skies is the Selective Color Adjustment Layer. Sometimes I use the Channel Mixer and/or Hue/Saturation Adjustment Layers to get the look I want.
