Noise is the result of a relatively low amount of light hitting the sensor, not ISO.

You are using a relatively small aperture and shutter speed (1/1600s) way too fast for what is really necessary and so you are "starving" the sensor of light.

Using my 90D, I don't see significant noise in my images below ISO 6400.

Had you used a shutter speed around 1/400s, which I suspect would still have been fast enough for your 176mm (282mm eq) focal length, you would have had 4x the amount the of light hitting the sensor.

Or......you might have a faulty lens and/or camera.
