My point is, maybe the big services that host the content should not offer tools to facilitate taking content in ways that is illegal and/or violates the terms of service.

But it's not illegal and doesn't violate the terms of service. It is perfectly legal for me to download my photos from FB and the ToS make clear that if you don't have the rights you shouldn't do so.

Reality is that even without these features it is possible to do all this stuff anyway. It is just the nature of the Internet.
