D5600 touch screen problem

I have a new D5600 I have rarely used up to now, but for various reasons I have started to use it more. I would like to use the touch screen to focus by moving the focus point around the right half of the screen with my thumb while looking through he viewfinder. I have set Touch Controls to ON in the wrench section of the menu, but there is no touch screen icon in the LCD and nothing happens when I slide my thumb around the LCD. However it works fine in live view and for playback. Is there some setting I should be changing to get it to work during viewfinder photography? ( BTW I am using back button focus, manual with auto-iso, and a 300mm. f4-PF-VR lens, AF-C and high speed burst, although I don't see why that should matter).
