Yes, it was disabled. Having it on or off makes no difference.

After further research it looks like this is simply how the IS system was designed.

I also reached out to Canon support and they confirmed that is the case. This was their response:

Per design of RF lenses, the sound you are hearing is from the image stabilization motors which are still engaged. Per design by Canon they will continue running though not providing any stabilization if image stabilization has been turned off. Please note this is present on different RF lenses.

I'm just glad there's nothing wrong with my lens.

I haven,t heard it myself , but i don,t leave my camera on when i don,t use it for a while
