D5200 live view mode setting questions

Hi, I'm a beginner that just bought a second hand D5200.

I found that when I turn it to Live View Mode, which means I'm getting the view on the monitor instead of viewfinder, the camera would always turn the shutter speed to 1/30, and wouldn't let me adjust it to any lower speed. And the aperture can't be adjusted either, I can only go back to viewfinder mode, adjust it there, and get back to Live View. The only thing that still works normally is ISO.

Also, it's so much slower to take a picture on Live View mode, it takes a good few seconds for the picture to show. I get a feeling these are all because Live View is mostly for taking videos? Any way I can make it work better? I really need it sometimes.
