help on sx260 control dial issue

Hi, I just picked up a used sx260, and it seems very capable. But I notice that in Av or M mode, I can't use the control dial to set the aperture or speed. From the manual, it appears that as soon as I enter Av mode, the control dial should be active to rotate to choose the aperture; and in M mode, I can hit ^ (top of control dial) to choose shutter speed or aperture, and then rotate control dial to choose the setting. Neither works. I can't change the settings, which are currently too dark for use.

Not sure of my firmware version, but Canon's web-site support for this camera doesn't show any firmware update. I have done a full reset.

I separately tried installing CHDK (onto a different SD card), which has a separate menu system, and the control dial works fine to move the highlight up and down through that supplementary menu, so there doesn't appear to be a hardware issue with the control dial assembly.

Am I misreading the manual? or missing some setting elsewhere that might be disabling the control dial selection? Thanks in advance for any help.
