XT3 long exposure "weirdness"

XT3 long exposure "weirdness"

XT3, 16mm, ISO 160, 240 sec @ 5.6.  XF 16-55.  NISI 10 stop and 6 Stop.

What is all the "bokeh" on this photo from?  The sensor is clean and the lens is clean.  At least it looks clean, maybe its covered in dust.  Would that cause this ?

XT3 same as above but only 60 second exposure.  10 stop ND filter.

Bokeh spots are still there but not as noticable.
