It will mainly be the background that gets slanted, and that may be too out-of-focus to matter much (and blue sky won't matter at all). If you are panning a bird, the bird itself will not slant from your pan; it will only distort from it's own motions relative to its own body (not through the air).

Except in this case he's trying to capture two jets flying in opposite directions when they pass by each other.
