I am sorry, but this is just false. Patent offices, for example EPO, publish the whole history of the patent, including application, examiner's report, and the final granted patent.

Of course they publish the whole history. But many people confuse a patent application for an issued patent, which was my point. You're sorry about disagreeing with a statement that I did not make.

The examiner does not "edit down" the patent, the applicant does.

Examiners reject claims, and the applicant then tries to negotiate.
