Well, I found the solution.  I'm a bit embarrassed to say it, but I will own up.  When I mounted 55-200 on the tripod this morning, I noticed the slightest of wobbles, and noticed the ballhead was very slightly loose despite being as tight as I could make it.  Taking off the camera, I got an Allen key, tightened it up o the tripod and.. no more shakes.  Well significantly fewer shots with shake.  And yes, of course you can get sharp photos on a tripod with low shutter speeds!

Thanks all of you who made constructive suggestions.  I have certainly learned a lot more about the camera in the last 24 hours!  One last, sharp shot of my garden ;).
