Low shutter speeds, but they should be fine on a tripod shouldn't they?  There was hardly any wind, and I have had the same results on my sturdiest tripod, and old  Velbron VS-3.  I did a very thorough test on the 55-200, and looking at my notes, it was worse at 55mm in fact with a better hit rate the longer I got, best at 200mm (which seems strange), though quite a bit of back focusing at the longer end.
