That Spectator story blaming the Italian coronavirus problem on Chinese immigrant workers differs from all other accounts.

The article explains the migration of people back and forth to China, but it seems the Italian gov was just way to slow in responding and this article did not properly incorporate that information. International travel is a fact of life.

In the following months more info will come out about this. As migrant workers are they better paid than other countries? More disposable income for travel? Did more migrate workers in Italy return home for the holidays than other countries? Did more of them end up in Wuhan? etc Or is this mostly the gov's fault for slow response?

It seems now that other western nations are heading down the same road, they just started later.
