Yes - stop letting people gather together, get everyone isolated to prevent the spread of the disease. Italy did this, but it only got serious about it in the second week of March and it takes about 2 weeks for cases to get to the hospitalization stage. They've started to see the daily number of new cases level off instead of increasing day by day - that's the first indication that they could finally be getting things under control.

It was only a week ago that New York state governor Cuomo finally acquiesced to demands from New York city to issue a lock-down order. New York already has over 33,000 cases, by the time the effects of the lock-down show up on the epidemiological curve it's very likely that they'll exceed the case load of Italy despite having only 1/3 the population.

City after city, state after state, country after country seem to insist on learning this lesson the hard way.
