Based on the Flickr data I posted and my own testing.  2x is dramatically worse out-of-camera than a 2x-crop of the center of a 108MP image.

I know I can select a 108MP output from this sensor. Then it provides the output from the individual unbinned pixels and I could build circuit to grab the center 12MP with no upsampling.

Based on the data I posted and my own testing, it doesn't look like they are.  Do you have the Exynos version?  If so and you've received the update, maybe they've changed it.  I tested the Qualcom version.
