I suspect this happens when the camera is struggling to autofocus ie in a darker lit room. I also notice, looking at the barrel as it focuses, the change in flickering might be due to a sudden drop in exposure when the aperture quickly closes to focus and then reopens. This however does not explain why the flickering stops when I pass F3.2 and is therefore not a definite.

FYI, regardless of your aperture setting, your camera will focus wide open.
